Óvissustigi er lýst yfir þegar grunur vaknar um að eitthvað sé að gerast af náttúru- eða mannavöldum, sem á síðari stigum gæti leitt til þess að heilsu og öryggi fólks, umhverfis eða byggðar sé ógnað.
